The operation of the Long Creek Watershed Management District (LCWMD) is overseen by a sixteen-member Board of Directors appointed by the Cities of Portland, South Portland, and Westbrook, the Town of Scarborough, the Maine Department of Transportation, and the Maine Turnpike Authority as follows:
Scarborough Municipal Representative
Angela has been Scarborough’s Town Engineer since 2015.
Portland Nonprofit Representative
Curtis Bohlen is Director of the Casco Bay Estuary Partnership. He holds a PhD in Ecology from Cornell University and has served on the Environmental Studies faculty of Bates and Colby Colleges. He is currently a member of Maine's Board of Pesticides Control.
Scarborough Public Landowner Representative
Arthur Colvin is the Landfill/Ashfill Manager for ecomaine. He is a Licensed Professional Engineer. Arthur is responsible for ecomaine's 240-acre site in South Portland and Scarborough, which contains a $6.9 million state-of-the-art ashfill/landfill cell built in 2006.
South Portland Municipal Representative
For over 25 years, Fred has worked in various professional capacities to protect water resources. He began his career with the Falmouth Water Pollution Control Department where he was employed for 15 years. During this time he received an undergraduate degree in Environmental Studies from the University of Southern Maine. Fred then worked as a graduate research assistant for 2½ years on a microbial source tracking (MST) project at the Wells National Estuarine Research Reserve while completing the Community Planning & Development Program at the Muskie School of Public Service. Following the MST project, Fred was employed for six years as a Project Manager on dozens of watershed restoration initiatives for the environmental consulting firm FB Environmental. Fred currently works as the City of South Portland’s Stormwater Program Coordinator where he oversees compliance with state and federal stormwater regulations and urban stream restoration efforts.
Maine Turnpike Authority Representative
Sean serves as the Permitting Coordinator and Environmental Liaison at MTA.
Westbrook Municipal Representative
Eric is the City of Westbrook's Director of Engineering and Public Services.
South Portland Private Landowner Representative (real estate development/property manager)
Brian Goldberg is the President of the Bramlie Corporation in South Portland. Bramlie Corporation owns and manages two properties within the Long Creek watershed: the multi-tenanted office building at 50 Foden Road and the single tenanted Wright Express Headquarters at 225 Gorham Road (Long Creek Park). Long Creek and one of its tributaries flow directly through their property.
South Portland Private Landowner Representative (large retail)
Craig is the Senior General Manager for the Maine Mall, a property owned by GGP-Maine Mall L.L.C.
Maine DOT Representative
Kerem is a Stormwater Engineer with Maine DOT's Environmental Office.
South Portland Nonprofit Representative
Will is a Vice President and Principal Partner at Gorrill Palmer. Will Haskell directs the company’s Municipal Group. Will has a degree in Civil Engineering from the University of New Hampshire and a Masters Degree in Civil Engineering and Water Resources from Colorado State University. Will is a Board member of the South Portland-Cape Elizabeth Community Chamber of Commerce and represents the chamber on the Long Creek Watershed Management District Board of Directors as a South Portland nonprofit representative.
