The Long Creek Watershed Management District (LCWMD) has issued a Request for Proposals (RFP) for Landscaping Services in the Long Creek Watershed.
The LCWMD is seeking proposals from qualified service providers to provide landscaping services for stormwater Best Management Practices (“BMPs”) maintained by LCWMD throughout the Long Creek Watershed. LCWMD manages approximately 100 stormwater BMPs in the Long Creek Watershed. The scope of the services under this RFP is landscaping activities for stormwater BMPs which typically include mulching, weeding, trash removal, cutting of vegetation, mowing, seeding, and pruning.
The work has been broken down into distinct project areas, with the BMPs within each project area identified on the site plans included in Attachments B through J of the RFP.
Service providers selected by LCWMD will be required to sign an LCWMD Services Agreement, a sample of which is provided as Attachment K of the RFP. No material modifications to this Agreement will be considered or accepted.

The selection process for this RFP will be in two parts: a qualification review and a cost proposal review. LCWMD will evaluate all proposals that conform to the requirements of this RFP.
The term for performance of the work under this RFP shall be from January 1, 2019 through December 31, 2020, unless sooner terminated.
An optional pre-bid conference will be held from 1:00 PM to 3:00 PM on September 18, 2018 at the offices of CCSWCD located at 35 Main Street, Suite 3, Windham, Maine.

Proposals must be received by LCWMD c/o CCSWCD at 35 Main Street, Suite 3, Windham, ME 04062 on or before 4:00 PM on October 11, 2018. Submissions must be sealed and clearly marked: “LCWMD Landscaping Services RFP − Proposal.” Proposals will be publicly opened at 4:00 PM on October 11, 2018, 2018 at the offices of CCSWCD, 35 Main Street, Suite 3, Windham, Maine. Emailed proposals will not be accepted.
LCWMD anticipates making selections for work under this RFP in October 2018. Proposals will be reviewed by LCWMD’s Executive Director and members of LCWMD’s Board of Directors. LCWMD will award a contract based upon a combination of qualifications and cost.
